Frequently I have to shut down and close Portmaster in order to use my VPN. Unfortunately, about 1/3 of the time, the program hangs, and/or never actually shuts down, and often leaving background processes running, as if Portmaster was still active or open, thus interfering with other programs, including my VPN being unfunctional thanks to it. I end up having to force end Portmaster-core, notifier, and start in some combination Task Manager to fix. This occurs for me at least once or twice a day, depending on how often I have to shut it down.
What did you expect to happen?
A complete shutdown of Portmaster when telling the application to do so, leaving no processes running. (via right clicking the notification and telling it to shutdown)
How did you reproduce it?
Difficult to reproduce via back to back shutdowns. Unsure of what triggers the incorrect shutdown.
Greetings and welcome to our community! As this is the first issue you opened here, we wanted to share some useful infos with you:

After some additional looking, while Portmaster Core doesn't like to shut down cleanly, it appears to auto start as well thanks to the Portmaster Core service being set to automatic by default. This creates VPN interference, despite being shut down, and of course it auto starting on its own with zero user input while unnecessary is problematic in itself. Even force closing it is only a temporary measure if the service is set to automatic.
