I remember talking about this with you guys last year I just can't find the issue for tracking.

Propose should have an additional optional parameter bytes.

function propose(
    address[] memory targets,
    uint256[] memory values,
    bytes[] memory calldatas,
    string memory description,
    bytes memory optionalParams
) public virtual returns (uint256 proposalId);

This field can be used for creating different voting types, such as tiered voting.
